In anticipation of NA's wishing to try out the new free hit mandatory experimental rule prior to the worldwide May 1 effective date, the FIH has published the text of rules 13.1 and 13.2 early.
The main changes will be as follows:
- Free hits awarded within 5m of the circle to the attack must be brought back to the 5m marking;
- When free hits are taken by the attack within the 23m area, all players (both attack and defense) must be 5m from the taker of the free hit;
- The free hit can be taken using a "self-pass" using a separate action;
- When free hits are taken by the attack within the 23m area, the ball must not be played into the circle until it's traveled at least 5m or has been played by another player from either team.
There will be a lot of questions and discussion about these changes over the next few months. A great place to exchange ideas is the 2009 Offical FIH Rules, Briefing and Guidance for Umpires section of Field Hockey Forum, where many umpires from around the world, including top national and a few FIH umps like myself are active participants. See you there!
